This is out of context. The underlying reason was that Russia had subverted the economies of the Warsaw Pact to pay for it's military - you can't be a superpower off the back of an economy the size of Italy's. I was the person who spotted what was going on in 1978, earning me an MI5 viva, and then sounded the alert with the SG of WEU in November 1988, being rewarded by being tasked to actually make the join. Germany was one of the last dominos to fall, so although the mistake actually triggered the collapse, it was coincidental, if not that then something else would have started the implosion. It did not trigger the fall in and of itself.
