This is something that most will get from the official Sekiro guide. I bet very little have done this by themselves

For anyone wondering, you can feed the Great Carp 5 normal bait in total. This simply gives a dialogue from the Feeder about not making the Great Carp fat. You can still feed him the extra precious bait after feeding him 5 normal bait, but don't get anything for the extra 3 wasted bait.

after you gave the big carp the special bait go back to the carp guy in hirata area, he is now a small carp and you can get a lapis lazuli there. you can also buy more stuff from him now with carp scales.
after you got the white whisker go back to the palace and speak to the big guy again. you can now give him the whisker and he will realize that the big carp is dead and will reward you with a divine grass.

this is so confusing if there isnt a guide we'll never find out, but how the hell it ended up in apes valley doesnt make any sense since water level is extremely low, it doesnt even cover human shoes

you can actually kill that big guy who tells you to feed him. just keep hit him until he became and enemy and then start the fight with him.
