You can't expect children to watch other children!! Especially in this kind of situation!! Kid's are having fun, playing..not baby sitting!!
This is why it's the adults
responsibility to watch the children..
I hate hearing parents say, watch your brother/sister..
Especially near water!!

How about fencing around the pool....in our country it is a rule for ALL private pools and always have an adult around. Your daughtzr is safe fortunately

Why wasn't she in a body suit float? And if she couldn't swim and why was she in a unsafe floaty without constant supervison? I'm by my daughters side constantly while she's in the pool.

You should be up to date on watching your kids by a pool. The parents should be charged with neglect
