Running with weights is extremely detrimental for your knee health. As a fitness influencer with millions of subscribers he should know better than to promote this.

Instead of doing a slow pace run with a weight vest, I believe you are better off running very face pace intervals on the track. Hard efforts and sprinting stimulate muscle growth similar to anaerobic weight exercises while running slow with a weight vest is just aerobic training with greater risk of injury.
