best way to completely format and erase anything is, using a start up cd, with dos option. many online options. live cd, or like boot from a flash drive. and in dos or as some people use is cmd format mat drive selection

Last time I erased a hard drive I used DBAN but I know you can also encrypt everything first to add that extra layer of protection
