That sticky liquid is how it was originally made. The balata ball is filled with rubber choppings and a liquid resin. They were, however not very durable and they did tend to deform over time.

I took one of those Titleist balls apart one day and found an inner bladder with that sticky liquid that was then wrapped in like a mile of rubber band...it had been hit so hard with a wedge that the inner bladder had folded over on itself...eventually I got all the liquid out and cleaned the bladder up and used it as a tiny basketball in my cubicle at work...I made the hoop out of a one liter bottle of Mt. Dew...it made the boring ass days of telemarketing more fun...lol
