Absolutely, I hate people who hate me for using 1% of someone's assets but they didn't know how to code and how hard it is to code one game that is over a 1000 blocks.

To be honest using assets is a win-win situation for everyone. You get to use the creator's asset for your project while the creator gets exposure. There are many awesome asset creators I would never have found out about if it wasn't for their work being used by other people.

The only problem I can see is when people use an asset without permission and don't give credit to the original creator.

I make all the assets and code by myself most of the time while making scratch projects, and when I do use assets from other creators (with proper credit), It doesn't feel genuine for me in my opinion.

I don't know, graphics wise, I feel like making your own assets gives a sense of style
but if you need help with code, you can use assets.

in my opinion using other peoples work completely takes the fun away in coding. even if you are allowed to use it, it makes the game so boring and lifeless to code when you just use other peoples work
