Nope. Unless you are a trucker who pulls a tire thumper from a truck to thump tires, this thing is considered a weapon in every court across the US and Canada the moment you use it to thump other people.
Doesn't mean you can't have or carry one.
Doesn't mean you may not have a legitimate use for it in a self-defense situation.
But when the law reviews what happened they won't give you an easier time because you used a tire thumper to thump someone.
That retractale thing on the other hand; that's prohibited in many countries such as Canada. So you instantly get arrested for just having it on you.
