The draw wasn't by insufficient material. It's because even with these 4 pieces on the board, positions can be arranged where the king can get mated because an escape square can be occupied by its own knight. Although, there is no "force checkmate" obviously. By the rules of chess, the game didn't end there. Most probably they agreed for a draw, and there was just a lag in the live video and the move display

Excuse my ignorance, but couldn't Magnus moved pawn to g3? Yea, Hikaru still would've got the pawn in a few moves but it would've delayed the inevitable. Did magnus just accept that is a draw no matter what and allow the game to end there or?

Simple explanation of last position. Hikaru premoved his king to take knight. The only logical move for Magnus is to take Hikaru's knight. This leaves two kings alone and that is Stalemate. Any other move and Hikaru and magnus would be chasing knights with kings for 10+ more moves.
