What are the specifics of OPM regulating earned income limit? Does the retiree have to submit their tax returns to OPM or is it a self-completed questionnaire etc?

Why do you need to see the total compensation form, to know how to calculate the annuity? Do they take into account other compensation or do you just use grade and step (ie GS 11 step 5)? Thank you.
