Most places have a handful of people in mind for the job being offered. You can most certainly lose the offer if another candidate with equal qualifications doesn't negotiate or negotiates lower than you.

There is no negotiation with government jobs. It's posted and easily available. It is what the annual budget contract allows.

I've done this exact thing for normal jobs and I was always just told they couldn't continue business with me and told me to leave, that's why I do dangerous jobs just to get the bills paid, because if I'm crazy enough to do them and no one else is the job pay is already higher than anywhere else

It's good to hear .i was beating myself that i negotiated till end, although i didn't get wat i wanted ( was unemployed for a 1 yr so was in need ) but im glad i did negotiate

Wrong. I've been a recruiter for 35 years and many companies I've recruited for would pull the offer if you initially indicated you'd take X and then you tried to do further negotiation. This is bad advice, especially in the tech industry.
