It's no surprise
Satam Robotnik is more dark but only because the setting & world itself is telling a more dark theme.
Game Eggman has done far more impressive things than Satam Robotnik.
Yes Satam Robotnik looks & sounds more menacing in his voice, eyes & vocabulary to actually taking over the entire part of Mobius but fact of the matter is he still lost (& died) in the end on top of a outdated, canceled 90s show that's almost parodied at this point.
Game Eggman blew up the moon, shattered earth, split the planet apart, nearly erased the entire timeline in 06 with just one machine, conquered 99% of the world, took over 5 planets for the price of one while enslaved alien creatures sucking the life out of them, abused the deadly six, held a gun to Amy's head while launching Sonic into space. In dream team he manipulated a child too.
Satam robotnik has a awesome theme but that's it.
He's just creepy but Game Eggman can be goofy & evil at the same time.

I would give strength to game Eggman as in IDW he casually slammed Starline, and in Lost World he punched through a solid stone wall without any effort
