Video2x comparison

The upscaler in this video was Video2x which is based off of Waifu2x and it is free and it upscales whatever you put into it nicely.

Hey I've been using Video2x for gaming footage, mainly with Waifu2x NCNN Vulkan. Do you know which driver would be best for gaming footage? Or which driver would be best for realistic footage?

and many many more lines. I have an i5 750 and ATI HD4830 1GB.

Do i need a newer system for this program? I need "Vulkan" right?

Any suggestions how i can solve this? I think of upgrading to an R9 280x or GTX 970 and i5 2500k. Would it work with this hardware?
