How to turn on Toolbars in AutoCAD

I have a problem where all my tools are just small boxes and I have to hover over them to access the various tools within. Example, my draw tool is just a box and I have to hover over it to access circle, line, etc. What's the fix?

I only see Express when turning on my "Menu Bar" How do I turn on the others? Would AutoCAD Map 3D 2020 make a difference in this area?

A much faster way is to just hoover over any toolbar icon and R click. This will instantly give you the same toolbar list.
