You should’ve explained this more I think. These are called galls and the plant produces them when they are irritated by things like insects, bacteria, viruses, or fungi and insects use them to their advantage by using them as a protective housing as well as to feed from. Common gall-producing insects include wasps, mites, midges, and aphids.

I have leaves in my yard that have little fuzzy red bumps. Those actually have a species of wasp larvae in them! The good thing about this kind is that they do not harm my trees.
