Step 1: buy a refurbished dell optiplex
Step 2: buy a graphics card
Step 3: buy a power supply
Step 4: (optional) buy an ssd
Step 5: throw all of the things you bought into the dell optiplex
Step 6: congratulations! You have built yourself a gaming PC for around 300 dollars!

And the there are so many better options for gaming r9 5900x is a lot faster in gaming than a thread ripper, but for a workstation 32 cores is hard to beat
