What makes these people “experts”? Is there some college course to become an “expert city services reviewer” or is there relevant work experience required? Do they come from the city or some company hired by the city?

Are these “experts” former police officers or have tactical experience? If not, I don’t want hear their opinion on how officers use force during the job. Punching a subject who’s resisting arrest is justified as far as I’m concerned and I’ve seen instances where a cuffed subject can still cause harm to those around them so I don’t want hear “but they already had handcuffs on”, handcuffs don’t mean that all of a sudden they are harmless, it’s not an off switch for aggression.

These 'EXPERTS' ? I wonder who pays their salary? Or from what state they are based out of? It's easy for them to sit behind their desk and preach at others about how they are not doing enough. But it's not their lives on the line out there in the dangerous field. Many young men who would want to be police officers don't do it because in today's climate the police are just as likely to jail as the criminal. Because you didn't handle it with racial sensitivity. This red tape has made a thankless job even harder, and everyone seems to hate the police...until they NEED them.
