Another way of thinking about this is this is a rotation through the Z axis. And the 3D rotation matrix for the Z axis is the same in what he found for R_theta!

You didn't mention the determinant (=+1) so the length(norm) of vector remains unchanged, an important requirement for a rotation matrix. Obvious but still, simple test for to see if some matrix in R^n could be a rotation matrix.
