Not going to lie but Chain Chomp is way cooler than Bullet Bill (yes, I know they excluded Double Dash powerups but still). It wasn't bullshit broken and had a real risk to using it: it yanked you everywhere and could possibly send you into a wall or off the edge if you used it at the wrong time. The positive was that it kept going after the chain breaks and continues to hit anyone in its way.

Whenever I played mario kart and I was in 1st, I would slow down on purpose if I saw a blue shell coming. "If I'm getting hit, someone else is too."

No the first appearance of Boo in Mario kart was the original Super Mario kart (exclusive to battle mode)
