What is an SSL connection error?

Mine will pull up a website just fine, but the minute I click a link within the page it will show certificate error. I've had to restore my laptop from factory if that helps.

But isn't this just bypassign the SSL issue? Not actually fixing it?
I have an SSL issue right now, but I don't think these things would help anyway, coz its on 2 computers and on my phone, and its only if I use my ISP dns server. Google dns seems to work just fine and not cause any ssl errors.
You have a magic fix for this? :P Or suggestion other than trying another netweork cable, like our ISP keeps telling *puke*

What fixed for me was to unplug all the wires from the router and plug them back in after 2 min
