A lot of iPhone 14 Pro Max's have this issue. They aren't compatible with old sim cards and need the Sim+ or esim+ which has better connectivity and a different chip. Three troubleshooting steps to do:
1) Check if working in another mobile > if yes then 2nd step if no then replace sim card
