I tried both steps, but none worked for me. After some research i installed K-Lite Codec Pack and it worked.

*If anyone still having the issue here's why it might be happening:*
The issue occurs because you most probably have the "N" version of Windows, e.g. Windows 10 Pro N. In N versions the media feature pack is not included which results in VLC being unable to show thumbnails of videos. The solution is easy, just press Window Key + S that will open search. Now type "Apps & features". In Apps and features, you will see "optional features" click on it and search "Media", It'll show "Media Feature Pack" & "Windows Media Player" install both of em. After installation restart your PC and you are good to go. Like this comment so it might be helpful for others too.

This didn't fix my problem. Windows 11 appears to be set correctly. :(
I think Shotcut (video editor) might be causing the problem, as it only loses thumbnails when videos are exported from Shotcut. 🤬Windows 11 does not support the H265 codec. 🤬
