seems much more likely that the header tank is going to mcgregor to get hooked up to some engines for testing. engines are tested there, it feeds prop to engines, its a new design.... mcgregor makes the most sense.

It's been obvious for awhile that SpaceX is being strung along and expanded launch permission at Boca Chica is unlikely at all. I think it's mainly that people woke to the real possibility that SpaceX might actually do the extravagant SF fantasy I'm sure they all dismissed.
