If a real life country leader actively stopped the formation of medical facility ( which someone else was already willing to do and public was glad to help for the cause) they would face immense backlash !!! This folly of Hiruzen's is always glossed over.

In my opinon, the biggest throw Hiruzen made was letting Orochimaru go free. That was the easiest situation to differentiate between the correct decision and the wrong one, yet he still whiffed.
