I think swapping that gravel out for Coral gravel or sand is the best way to go. Maybe add a protein-skimmer.

I will never set up a reef tank with dry rock ever again, the problems you get just ain't worth it .

Large amounts of leather soft corals. With new tank use some live rock please. I hate dry rock
