The water dulls their shell. Try a rainforest environment with extremely high humidity and a dry zone(ideally a second tank) for sun bathing. My turtle is pretty vibrant. Had my red eared slider for 17 years, he was my dad's, and he had him for 18 years, going on 35 and super healthy. Also...if you hold your turtle every single day for a few hours a day (and play with it) you'd be surprised how cool of a pet they are. My turtle loves my cats.

The shell only looks like that when they’re young. When they get older it just turns dark green/ brown with a slightly recognizable pattern

As a turtle owner myself I've tried keeping multiple different types of fish consisting of various sizes and I can say that even if the goldfish is bigger then the turtle they will still try to munch on them my last gold fish looked like something straight out of a zombie movie by the time my red eared slider got though with it

Hello Luke, turtle expert here, i would start feeding him hikari koi wheat germ, this helps them to shed their scutes. these are red bellied cooters which grow pretty big! their patterning does unfortunately fade as they get older however after a shed they will appear fired up

The shell is way more pretty as they are tiny, the shell he has now is his shell for the rest of his life buddy lol
