I think the short meow usually doesn’t mean much, it’s only a way of showing it’s paying attention to you or saying “hi”. It could also be like “what?” or “huh? Are you talking to me?” or “I hear you”

There is one small cat on my rooftop (it's flat and green like a garden) it was about to fall from my neighbour's roof and I saved it, now when I want to call him I will do a small ma_ah and he will directly come to me like a small little kid
