Goa Police traffic stops...and freedom of the press!

This video starts slow and gets exciting towards the end. Two Goa police officers are stopping travelers who are not wearing a mask and helmet. Initially, they told us not to film them but eventually realized that we are well within our rights to film public servants in the course of their duty in public and publicly accessible areas.

The police officer tries to stop a couple of locals for no helmet and then turns his head when a foreign couple travels on a bike without a helmet.
Soon after, the same police officer tries to stop a couple not wearing a helmet, but the couple swerves off riskily to avoid being stopped and luckily rides off safely. We film the police officers stopping a 2-wheeler whose male passenger is not wearing a helmet but allowing another 2-wheeler to go whose passenger not wearing a helmet was a female.
We took a couple of interviews of the travelers stopped. The first interviewee shares his views on mask orders and how he copes. Then suddenly, a police vehicle driving by stops, and a police officer asks me what I am doing and why I am not wearing a mask. I tell him I am working as the press and have a medical exemption for not wearing a face mask. He acknowledges and drives off. Soon after, the other interviewees show their disdain for being stopped and fined for no helmet: a victimless infraction.

Another police vehicle pulls up with almost half of it blocking the road, and the police officer coming out of the passenger side tells me to come to sit inside their vehicle so they can take me to the police station. I refuse and ask them why. They then ask me if I have any problem, and I say that I don't. So they tell me to come to the police station if I have any problem. I tell them that we have the number and that we will come later. He asks if we need any help or put anything in the car and take it to the police station. I then asked them to let me see in the vehicle. He asked me why and I told him that it was for my safety as they wanted me to get in their vehicle and take me off. They declined my request and quickly drove/rode off.

This is sheer craziness and dictatorship.
How will people of Goa earn livelihood if these people behave with tourist like this.
First I would like to point out that each and every such policeman should be given daily pass for doing duty on main roads because as we know policemen from south stand in North Goa depending on the tourist occupancy.
Secondly these policemen use their private vehicles just by putting a small placat of police which is against the law and create tough time for the tourist knowing well that tourist can't afford legal hastle.
What about daily change in rules overnight without informing the general public well in advance.
Goa wake up otherwise such rules will ruin the tourism.
Why compulsion for those who have taken second dab of vaccine.
People should start suing the government for not providing cure when crores of Tax payer's money is being paid for reserch and medical center's.
Why not first put a ban on China who developed it because the government dare not.
Our PM enjoyed the tea parties and visits.
