Privacy vs Security

I think that privacy is provided by security, like using the TOR Browser. So security is a part of privacy, because you don't just wanna send messages anonymously, but also still not visible for everyone -> secure to ensure privacy. But safety, the fear not to be safe, is what governments use to convince many people to restrict their privacy in order to get safety, that well known doesn't exist. You can only be a bit safer, but not absolutely safe..
