In the first example, does the line cross x at -1 and 3?

What difference does it make to the sketch if the coefficient of the bracket in the second example is 0?

Question 2 When finding the x intercepts (last part)
Why did you divide by 2 rather than -2 ?
The negative 2 just disappeared and you put the co efficient of the bracket just a 2 and divided to mark 5/2 but shouldn’t it be -5/2?

If x=0, y=9 then how that same parabola curve crosses y at 13 (in the 1st example). It should be crossing y at 9. But then y= (x+3)^2+4, which is 13 when x=0.
So, If it's not crossing at 9, then what's the significance of the 0, 9 Coordinates. Please explain.
