The Leyden jar is charged using an High Voltage source(30Kv) to power the "Electrostatic Ball Cyclotron", a simple type of electrostatic accelerator, made of painted styrofoam ball, a plastic cup and aluminium tape.

I dont understand why it only wants to turn clockwise?
like charges repel, so charge builds up on the ball then repels the ball away, then same thing on positive side. BUT this principle works in both directions, mm.
