In fact he speaks French with a Chinese accent, so it's not easy to understand him for someone who is not a native speaker.

In the French dub: The hitman speaks in Joual which is considered a sociolect of the Canadian French dialect and is associated with the French speakers of Montréal which has become a symbol of national identity for some Québécois citizens.

In the Québécois dub: He speaks in Verlan which is a type of argot in the French language, featuring inversion of syllables in a word, and is common in slang and youth language.

Sister Agnes claims that she has spent many years in Québec in the French dub; while she has lived in the Parisian suburbs in the Québécois dub.

For those who are posting condolences to Maggie Smith's passing, Sister Agnes is not played by her. She is played by Dana Ivey from Home Alone 2. She undeniably does look like Maggie Smith though.
