I always thought milly was just being playful and chaotic till the part where sayoko sneaked behind her after the event where shirley got lelouchs hat. Ive been literally rewatching this anime for a million of times and this is a recent discovery due to me being blind that milly liked lulu smh.

There's a picture drama about how they first met in middle school and how Milly went out of her way to create a personal private dorm on campus just for Lelouch and Nunnaly when she saw that he was constantly worried about her and couldn't be separated from her in dorms because she needed special care. When Lelouch decided not to attend Ashford because of the separate dorm system, she made a private home with ramps and everything for her, that was the moment Lelouch decided to trust her and eventually disclosed his secret about being a former prince to her. Milly was his second real friend after Suzaku.
Fun fact she thought he was pompous and stuck-up at first because of his behavior and distance, but then her heart melted when she saw his tender love and kindness for his sister.
