If morality is subjective then it is moral subjectivism not non cognitivism as it is reasoned that one cannot know what is right and what is wrong not something that has no answer but rather something that we cannot know the answer it is a philosophical position that states we cannot answer moral statements because we cannot know what is good. The one I’m hearing in that 1 minutes video is rather moral nihilism a rejection to all moral statements not moral non cognitivism
