It should be illegal to hack and cheat, both buying cheats and selling them. People like this are tampering with code that doesn't belong to them and can ruin games for others especially online. I don't care how old the game is, if you are causing companies to lose sales and disturb the peace in games, I think that should be against the law. I mean in legal terms, hackers/cheaters are maliciously tampering with a company’s property (code) without express consent, thus there is and should always be legal ramification. People selling hacks is essentially the “white collar crime” of the gaming community.

On the other hand, Mod communities exist because they’re given express consent so long as modding isn’t malicious towards others’ experience.
