What halted Roman expansion was that they were overextended and had enough problems to deal with the territory they had. Also the Sahara desert and strong states like Persia made natural barriers to further growth. Finally northern europe was poor and has nothing worth conquering for the cost of dealing with local tribes.

People focus too much on conquest, real ones or imaginary and don’t take into account the importance of Rome as an economic super engine in the form of being a reliable trading partner. The entire Indian Ocean network of city-states, kingdoms and empires in the Indian subcontinent, Somalia and the Arabian peninsula flourished because of Rome’s incredible appetite for spices, incense and luxury items. A war would have disrupted this flow of goods.
