I think Fring would have likely spared him if Lalo never found his identity. After that he essentially has to kill Werner so that the Salamancas and Eladio don't kill him.

Part of it's on Mike. He should have been more of a hardass. He liked Ziegler and connected with him on a personal lvl, letting Ziegler (who's just an engineer) believe he can get away with this escapade.

Mike never says it but you can tell he realizes this and regrets connecting with Ziegler

It’s great continuity because it runs parallel with what Mike had to do with Walt in BB. He must have been thinking back to this moment when he knew he had to kill him. It’s probably why he initially felt he needed to lull Walt into a false sense of security by making up an excuse to get him down in the lab before doing it, rather than making him aware of what he was going to do, because he didn’t want another Werner on his hands. Unfortunately for Mike, Walt was a lot smarter than Werner.
