Jerry was basically created by Chris Parnell. Harmon said in an interview that Jerry was going to be a straight guy but Chris showed them what he needed to be in the pilot. He brought the whine and the insecurity to the character.

The thing is - without the modern conveniences of today's society - Jerry is actually a badass. The problem is he's almost never given any opportunity to fulfill the role as a "protector" because the world he inhabits is relatively safe and convenient.

Unpopular opinion: I always feel like the fandom is way too harsh on Jerry. They treat him like he’s the worst human being on the show when that’s far from true. I mean you got Beth, a sociopath that lets her daddy issues get in the way of being a good parent (no hate lol). Yet she doesn’t get half the bashing Jerry gets. Despite being spineless and self pitying, Jerry is still a loving father and is probably the most “normal” member of the Smith family. That honestly makes him a breath of fresh air for me whenever he’s on screen. And admit it, we’ve ALL had Jerry moments ourselves.

Funnily enough - Jerry is probably the only enemy that Rick wasnt able to defeat no matter what he did. It is heavily implied that Rick's disdain for time travel comes from his failed attempts to get rid of Jerry and preventing him and Beth from getting together. So in a sense Jerry succeded in beating a self proclaimed god (with skills to back it up), which is kinda badass when you think about it.
