I work for a company that contracts with the VA and HHS. We’re on our 3rd $20 million 5 year contract. I am not the contractor, I’m just a senior employee but I’m involved in proposals, weekly calls with contract officers, managing subcontractors, monthly and annual reports and everything Dr. Kizzy says are facts. It is pure entrepreneurship. Learn to manage relationships with career govt employees who are effectively the faces of the govt to you. If you meticulously keep track of exactly what the contract requires, you’ll be fine, it’s laziness and sloppiness that causes issues.
