i installed source mod and meta mod as i have with my other servers based on source yet tf2 crashes when i start using admin commands what is the issue?

I attempted to install the RTD plugin like you have in this video. I have followed all directions, but SM just doesnt seem to acknowledge the existence of the rtd.smx file for whatever reason. Any suggestions?

Hey please help me. I did everything you said (except for the rtd part), and I also installed a deathrun plugin, but.. it's just not working. I don't have the sm command, and I see that the deathrun plugin's cvars are also not there.. What did I do wrong?
EDIT: All I needed is change the map... Actually the map that was in the start bat file was invalid as I deleted it.
