You are a lifesaver - Thank you so much. I was having problems where autocomplete was working with some things and not others. The "Game Development In Unity" package was already installed. So, I tried removing it, and reinstalling it, and now everything works exactly as it should.

Thanks it worked :) In my case the checkbox was actually checked. in tools and features. After unchecking it and checking it again it downloaded and installed. I initially installed unity and visual studio via unityhub. You can also recognize that it works because the solution explorer shows references and assets.
