I'm pretty sure Netanyahu's aim was never just to do a tit for tat against Iran or to just send a message, but to escalate the war so that the world's focus shifts away from Gaza. I don't care what Iran's strategy was, but Netanyahu not getting the escalation he wanted is a win for everybody in the world.
