The spitball was also just a way for pitchers to get something sticky on the ball. They would chew things like different kinds of bark and other stuff to spit on the ball. The reason it ended up getting banned was because all the balls were getting stained, not due to any actual movement on the pitch.

Rule 8.05(e) Comment: A quick pitch is an illegal pitch. Umpires will judge a quick pitch as one delivered before the batter is reasonably set in the batter's box. With runners on base the penalty is a balk; with no runners on base, it is a ball. The quick pitch is dangerous and should not be permitted.

Unless you're balking having a different windup is fine. Cueto didn't get called for quick pitches because he wasn't trying to do it before the batter was set, he was just messing with their timing. He did get unfairly called for a bunch of balks because of the shuffle though. Umpires just hate joy.

A quick pitch is only not allowed if theres runners on base. If theres noone on base and youre in the box, you need to be ready for a pitch.

Quick pitch is legal, but only like how Cueto did it, cutting straight to throwing after a few seconds of a windup. But like others that pitched when batter wasn’t ready.
