Try aluminum foil as a DIY reflector. Aluminium foil will reflect 80-90% of the light, which makes it much more efficient than what you are sporting. And that basket is flammable by the way.

It’s cute but isn’t that a fire hazard?
JanGlow
The first-responder in me just keeps thinking "fire hazard fire hazard fire hazard"
**** LED's aren't likely to start a fire from heat-production, but they are much more likely to overload a circuit and cause a spark at the internal circuit board, causing a much more insidious type of fire that begins within the walls of a structure's foundation. By the time you realize your house is on fire in a situation like that, you'll have a handful of seconds to figure your way out of there before it's too late. . . And that's really saying something because all houses burn rather quickly no matter what the source of the fire is.
Think of how many warnings we hear in the wintertime around Christmas. You think the Christmas trees keep catching fire from the hot bulbs touching the tree branches? No, Christmas tree lights are almost always LED too. (It would be silly for them not to be). What's causing all of those fires is a spontaneous combustion somewhere along the overloaded circuit.
That one spark can (and does) kill an entire household in less than 60 seconds. It happens every year. It happens every day really. Not just around the holidays but also in situations like this where people have a lot of plants to keep lit, or a simple teenage girl's room with a plug-in LED curtain along the headboard. I've even seen a house catch fire from a rose quartz sitting on a windowsill. The light beams caught just the right angle to where they bounced off the quartz and seated a hole in the wooden floors, which eventually set the entire house up in flames - picture the magnifying glass thing that kids used to do. Same concept.
Just a word of caution for anyone using multiple lights in their plant spaces. I've seen enough to have a visceral paranoia when it comes to structure fires. That, and car accidents are the two things I won't ever consider myself safe enough not to worry about.
Go for LED's when you can, of course, but really make the small investment to go for solar powered or battery-operated. Please take this warning with love from someone who prays your pets and your family never has to lose your home or your lives due to something easily preventable had someone just bothered to tell you. This is me telling you. From one plant lover to another - keeping plants alive is not worth it if it comes at the cost of your own life. Swap all the plug-ins for a solar powered setup as soon as you possibly can ❤

If that's a sansi bulb, you picked well. I've been using them for a few years now. Great results and no issues
mattnagel
Pretty sure that Sansi says not to use a lamp shade as it can damage the cooling process of the light

How to make your grow light less effective and a safety hazard all at once
WonkaWillE
You wanna reflect and throw the light, not absorb it.
jamesrichard
Just be careful. Those particular lights (i know cause I have them) get really hot. That's why they have fins on them...to help dissipate the heat.

Aren't you concerned about the bulb setting the basket shade on fire?
gailhall
Hi, do you have any draceana marginata, or know of the correct artificial lighting for this species?

I don’t care about a cutsie decorating idea… What’s the budget grow light you’re using? Sheesh!

You did not say anything about the grow light on a budget. That’s cute but dangerous, be safe.
