Setting the Record Straight: U.S. Policy on China

U.S. Vice President Mike Pence has delivered another speech on China-U.S. relations in Washington. His speech a year ago was heavily criticized by Beijing and deteriorated relations further as the trade war intensified. This year, with negotiations on a potential trade deal not yet finished, Pence took a more conciliatory tone. The question now is whether that change in tone leads to a change in substance.
