They're not wearing armor on Amon-Hen. They're mostly on leather to make them faster to catch the fellowship.
The ones attacking Helm's Deep are armored.

Technically, the Uruk-hai at the Hornburg are wearing chainmail and steel plate while the ones at Amon Hen are wearing mostly leather.

Unrelated maybe, but I really enjoyed the vast differences in the Orcs portrayed in The Fellowship of the Ring. The Mordor orcs (in the intro and a few scenes in Isengard) are portrayed as weak, uncoordinated, and unsophisticated, like they are in later films and are considered the "standard". The "goblins", due to their long isolation from a proper ruling power, have developed unique physical traits, tactics, and arms, but are by far the weakest orcs. The Uruks of Isengard are divided into two classes: the weaker and unrefined "first-gen" uruks that likely failed to meet Saruman's standards (and thus weaker than the uruk-hai at Helms Deep), and Lurtz, an exceptional Uruk that is arguably stronger than any uruk before and after him.

Fun Fact: In the books, Goblin, Orc, and Uruk-Hai all mean the same thing. Goblin is the general English term, which serves as a stand-in for what the Hobbits would use. Orc is derived from the Elvish term, "Orch." Lastly, Uruk-Hai is the Orcs' own term, literally meaning "Orc-Folk." As I recall, it was primarily used in one scene, in the confrontation between the "Uruk-Hai" and the Mordor Orcs over what to do with Merry and Pippin--the Uruk-Hai leader says "we are the fighting Uruk-Hai, " which basically meant "We're the superior orc warriors, while you're just rabble." Meanwhile, in an earlier scene (when Aragorn finds the battlefield where Boromir died protecting Merry and Pippin), the Uruk-Hai are referred to as goblins with a white hand planted on their armor. The whole delineation between these three different groups--Goblin, Orc, and Uruk-Hai--is mostly a product of the films, where they made a distinction between the three to help viewers identify what was going on--it's easier to tell apart all the different factions of orcs if they all have their own names, after all.
