On the question of bribery and corruption ("pay-for-play"), the guilty party is whoever accepts the bribe. Those offering bribes are only trying to progress in an already corrupt environment which blocks and violates liberties without pay-off. The corruption is the abuse of political obstructive power by those wielding the official rubber stamps. Paying bribes is too often the only way to achieve justice in an already corrupt system.
