To me it also shows not letting someone have power over you. Someone taking your shirt but not your coat could be trying to bully and humiliate you, but if you lean into that and give more leaving yourself exposed, you actual also expose them as a bully. While you take your power back by not being humiliated but having no fear to give all you have because your faith in God is greater than fear.
