Also have to consider that by the time Yoda is visited by Qui'gon's ghost Sidious plan had already advanced and was nearing its final stage. The Jedi at that point in the public eye were NOT liked thanks to Palaptine's PR, and their numbers had been reduced severely. The plan was at such a stage that he was only waiting for a few more things to be secure (New apprentice, securing Mandalore) before triggering the endgame of Order 66.

I remember reading somewhere when a Jedi dies and becomes one with the force, they suddenly gain the knowledge of the entire Galaxy, both past, present and future, but they are not allowed to interfere amongst the living. Just guide or give emotional support. Basically the force doesn’t like spoilers.

In short, the Jedi Council are at fault for Order 66 happening. Qui Gon tried multiple times to warn them that the Prophecy of The Chosen One was important and the Sith would return, but the Council in their arrogance and stupidity refused to heed his warnings. So, in short, you reap what you sow.
