An F-35 just fell off a carrier, right next to China. Who’ll get to it first?

I'm surprised that with the sensitive nature of these aircraft the US Navy doesn't have a ship carrying specialized equipment for just such a incident. I would think they'd begin trying to retrieve the aircraft immediately and treat any actions by a foreign nation as hostile.
